When two factions do aranked war they receive caches. You can buy them on item market. When you open the cache you get a random special weapon/armor depending on the cache.
You can also buy the individual items on the item market or in player bazaars, or in the auction house. Many people advertise their weapons and armour in the trading section in the forums and in chat.
We can't craft any items outside the scope of crimes 2.0 forgery iirc.
So you either must buy the weapon, or buy a cache (but that's a gamble and might waste millions).
