I can't seem to find a clear answer in forums. Does expose flat stack onto base crit chance. Example 20% Expose + 12.5% base becomes 32.5%. Or is it only 20% of the base 12.5% making it 15%?

It's additive so like your first example. 20% + 12.5% = 32.5% Same goes for other boosts you have like merits or edu.
