I actually have a real question, if a person has 50,000 total crimes but then they pick someone that has only 1000 total crime for kidnapping, can they succeed because of only the 50,000 guy?
if you guys want me to make it more sense let me know?

have in mind that even the player with best crime xp has a small chance of failing at the easiest of crimes, but yea, that team will probably succeed, but you could be using that high ce player for a much better crime
Yes, a player with a large enough CE can carr an entire OC, especially on the easier ones.
