Can you post the log from it? You can maybe find it in here.
It is also well known that some locations drop small suitcases, like from a Chiropractor or a Funeral Director. So that isn't really a bug.

What bug are you reporting here? The crime can drop small suitcases and it is present in your inventory under Enhancers section.
