I'd recommend start reading profiles, Clown is a notorious level holder with lots of age on their account and Title for defends won. If you have access to PC with browser, I'd recommend installing Torn Tools as it has a stats estimator on profile:

I'm glad you're learning, clown has stats that even I will not be messing with. Choose better targets you should go to the wiki and look at the page that covers rank and rank triggers. And do the thing to activate said rank triggers

 

Also clown has a lot of stats, a lot of money, and has spent a lot of time doing crimes, it's not likely that you will ever catch them. You would have an easier time catching up with me, provided you stumble across a very specific rare item that you should not tell anyone if you should obtain it.
