my account started the Halloween event at a delayed time of 14:15 but my event ends today at 12:15 I don’t think this is right shouldn’t mine finish at 14:15 to reflect my delayed start time

The event start time for your account is set at 12:15 TCT, not 14:15 TCT. The start time cannot be changed when an event is in progress, so no, your time slot was not changed. There are logs of you earning treats at 13:00 TCT on the first day, it definitely did not start at 14:15 TCT for you:
