Education first, then bank. That should set you off well for the start until you decide what else you'd like to focus on.

Edu time first since taking all courses takes about 5 years. Bank merits next since when upgraded it's better passive income than any stock block.
After that is playstyle, increasing combat effectiveness or crimes. Best combat merits are +hp, +crit, and the +passives. Weapon spec merits are more considered late game after you've invested in some good weapons. Stealth and mugging are also good if you go that playstyle, if you don't buymug then stealth is good to avoid bounties and enemies.
