This is the question how to remove a bounty truth or fiction after leaving a faction best onward

Bounties naturally expire after 7d unclaimed, otherwise they'll stay until they've all been claimed, after which one of the highest value is taken away (and awarded to the attacker)

Not too sure on the second part of your question about factions, maybe you can clarify? You can join any faction after leaving one, though you'll be stuck in recruit status for 3d upon entering (no perks and can't assist in wars), but there's no restrictions on applying after you leave a fac

You don't remove it. Just play torn normally. If you get attacked and hosped, that's one less bounty. Use some meds and keep playing. 

The longer you spend trying to hide from attackers, the longer you'll have bounties, so just let people attack you. Get it over with.

Fun fact: people don't usually check in newspaper reasons of your bounties. They just click the red button to see reason.

Now the fact you haven't paid your debt is hidden

If it is anon, you can even kindda hide it in newspaper by asking friend to put the exact same value of the bounty anonymously.
