EOD armor set.
first off, welcome to torn, at the start you better aim to get your complete combat armor set (or loan it from your faction if they have some), you can worry about advanced armors later in your game, which one is best for you will depend also on your stats build
it depends on your play style, personally im aiming for a delta set but as said above dont worry about it for now. I wear my own set of combat
I like the dune armor
but all armors above combat armor are hella expensive
I often think about selling mine and buying stocks and making money but if I sell my armor I probably wont buy it back for a long time.

buy what you can afford or barrow from faction.
You're way too new to be concerned with getting the "best armor" right now. You need to be concentrated on setting up sources of income before you worry about armor. At your networth piecing together any armor you can find is better than nothing. Leather armor is a good cheap set of armor for now. Once you have 50-100mil cash to your name get a set of Combat Armor, that will last you for a long time.
Basic: Just grab anything you can find, like some others have said something is better than nothing.
Advanced: When you have enough money to afford a combat armor set pick one up, this will last you a long time and is pretty solid for the price.
The Next Step: Yellow RW Armor is great and can potentially last you the rest of your Torn life, Assault is probably the best of the 3 but all have their merits
Endgame: The best endgame armours are Sentinel/Vanguard and even later EOD, a full set will cost you upwards of 15b and in EOD's case 30B+ by that time you will probably know what's best for you but these are things that you wont even have to think about for many years.
