The attack and bounty button is not disabled. Noticed only for this 2 account so far.
Edit: Sorry, my bad. I thought the New Player Protection is only disabled for the faction they are in war with.

This 11 day account got hospitalized by account with 110 days and they are not in war with each other.

Both said players are in Factions which are at war. Any other player could attack them, not just players they are at war with.
