Im wondering when does items usually restock when you are traveling to other countries

They restock at the half-hour increments, BUT only after a certain duration has passed. IIRC, it's half the time it took for it to sell out. That has to pass before it shows up at one of those increments.
From the wiki: "The amount of time before a restock occurs is half the time it took the item to sell out, rounded to the nearest 15 minutes."
So if the item was restocked at 00:00 and it runs out at 01:04,
That's 64min / 2 = 32min,
01:04 + 32min = 01:36,
The nearest 15 min will be 01:45
You can use https://yata.yt/bazaar/abroad/ to see the graph of when it was last restocked and when it runs out. Just click on any item and it will show you the graph of that item over the past 24 or 48 hours.
If you are on TornPDA there is a Travel Section that shows the same thing. It also shows the average restock time and when it might restock.
