You have to be level 10 to buy a company, however, buying a company is generally considered a goal for a more experienced player. They can be very expensive and time consuming to run. Running it well also requires stock investments and business education completed. I would recommend learning more about the game and companies as a whole first before leaping into running one and getting discouraged as a result. https://www.torn.com/wiki/Companies
In addition to being level 10 you'll need:
1) Business education courses (at least half a year in total, IIRC).
As player companies de facto compete with each other, your business simply won't be profitable without this.
2) Over a billion to buy developed company (6+ stars) and company-boosting stocks.
Lower level companies are simply not competitive, and you'll need to spends months losing money before it upgrades from 1 star to something reasonable. It is simply cheaper to buy existing company.
3) Finding and herding employees.
This might seem easy, but your employees need to have reasonable stats, be sufficiently active, and rehab when necessary in addition to other concerns your specific company might have.
Overall, it is strongly recommended to play for a year before starting company.
