Can items bought with mission credit be traded eg books, or are the effects of the items just given once you change you mission points for it

Books, mods and special ammo can't be traded from mission points.
if you buy a book you can read it at any point, at which time you'll get the effect of said book for the cd of 31 days, afterwhich you can't use the book again (barring the duplication book or the halloweek relics) for the rest of your torn career
Mods and special ammo have to be equipped from your inventory page, you click on the ammo you want and it'll be equipped
The things which can be sold like guns and medical items are absolute wastes of mission points. Never take a weapon, armor, or any other equipment/consumable from missions. The money you will get is miniscule.
Save points for things you can't buy with money: books, weapon mods, special ammo (especially for merits),
