The wiki has lots of stuff on what things mean and what to do while you're attacking, but it doesn't say how you attack someone.
There doesn't seem to be a bar on the left about it, or an option to attack in "crimes", or missions, or city....
How do I start attacking someone?
Select a player without new player protection then click/tap the gun icon, then tap, start attacking to initiate a fight with that player
Note: If somebody has or new player protection or is out of torn city or is currently resting in peace (Died IRL), they cannot be attacked at all.
How do you pick a perso, where to go to pick someone
Working through the newbie missions will give you some targets to hit
I've done all the newbie missions, but it didn't give me anyone to hit (apart from a couple of fake people).
How do you find someone to attack? Or is it not unlocked until you reach a certain level?
Like others before said, go through your missions. It will give you tasks to attack with explizit profiles.
Afterwards you can (or should) join a warring faction if you want to fight. There you can attack as much as you want :)
