I have ran both 10 driver licenses and 10 parking permits printed them all at just about the same time got lucky with drivers licence and recovered the nerve to finish just before they all came of cooldown, is this a bug or am i miss reading the intent of the merit thanks.

First before posting in B&I, you should've ask in faction or in Q&A, second both of those projects dont trigger the merit. License plates at 25 skill does work.
Printing is not considered a cooldown, license plates are indeed the first real available cooldown step that can trigger the merit.
Showing a timer is not the equivalent of something being in cooldown. Printing is an active process with a timer, it does not count towards the award.
