Should i have underqualified employees in some jobs, like personal trainer, or place everyone in a spot they qualify for?

Use yata / tornstat thats the easy way. You should go for max possible efficiency.
You want to decide how many and which job positions you're going to have first, then put the best people you can in them.
For example, you have 4 cleaners. You don't need 4 cleaners. It's better to put 3 of those cleaners in a different job that they are not qualified for. Use the following link and see how all the other fitness centers have their employees set up, then follow suit.
