you normally cannot bounty greenleaf if you are not one, but somehow you can bounty them when they are in the hospital,,,

 

 

i can put a bounty to this Jamin1 when he is in the hosp, but cannot when he is out.

Also his green leaf faction mate, even while not in hospital. I guess its related to them raiding / getting raided. 
Can someone quote me when CJ/staff responded. I'd like to know if this ends up being a bug or intentional.

New player protection is voided if the player is involved in an active war, as mentioned in the wiki.
