Hi,
My factions O.C only spawns level 7 and 8. Whilst these are great payouts we have quite a few new members that don’t have a chance at success.
we get 1 level 3 every week or so but this is not enough for the amount of players we have.

It has been mentioned multiple times that the spawns work as mentioned in the original announcement. You will have to live with the mechanics till we release the manual spawning system, slated to release sometime this month.
We are not going to waste developer time adding band-aids to the temporary mechanics because you're unhappy with the spawn rates.
No need to be so rude.
I did not see the original announcement and thought there was a bug that had been missed.
