In the scamming crime minigame; it over time turns all red short of the space you currently are on. Since that space doesn’t turn red you can spam ‘freeze in place’ conditions and still get experience without consequence.
Possible unforeseen exploit.

You can do it exactly 5 times, not infinitely. After that, you are forced to do a movement step, or abandoning the target. This is not an exploit.
Also, I advise abandoning the target to not get a guaranteed critical fail.
Those are intended mechanics.
