but seriously why was sand so expensive, I feel like I need a history breakdown on the enormous cost of crushed up beach rocks. Was sand just rare? Or is it that good as a temp?

Until a few days ago, the only place you could get sand, was from Leslie, as a drop from npc fights. Yet it is a needed tool for a few forgery(crime) products.
You would think it would be easy to find at the beach, but no, that would make too much sense. Apparently torn beaches are 99.9% bottlecaps, with a tiny bit of sand deep down.
So exactly like most beaches, plastic and broken dreams
also why does Leslie carry sand? Who does that? Just pocket sand? Are they insane?
My theory:
Leslie is actually an unofficial Park Ranger and Torn Beach is a national park. It is actually illegal (per Leslie) to take sand from the beach, and his goons patrol the beach to enforce this law.
However, he has a secret sand fetish and carries pocket sand on him at all times.
He has recently changed his fetish from sand to, uh, his goons, so he no longer carries pocket sand and his goons have stopped patrolling the beach (because they're with Leslie).
Torn citizens are still leery of grabbing sand, so a visit to the beach still does not often result in successful sand acquisition attempts. However some citizens have managed to sneak sand off the beach, and more are expected to succeed in this crime in the coming days.
Sand is used to forge metal objects like keys for other crimes. The sand is used to create a mold to shape molten metal as it cools.
I have been following the Sand prices and actively trade on it since the start of Forgery crime.
On Average only 3-5 units of sand was introduce into circulation daily. All coming in from Leslie, and usually players who gets them are senior players.
It was an odd item, a temporary weapon just like Bolas today.
Ched release Forgery Crime a year ago, but never even attempted to address the lack of Sand in circulation till this week. The price of sand kept rising as opportunist traders buy up the market and push the price up.
Over the course of 1 year, I think there were easily 4-5 price level changes done by different parties started from 3 mil .. all the way up to 90mil. At one time I even sold sand for 200mil each.

7000 units of sand in circulation but we have 40k active playing account and easily a few thousand accounts doing forgery crime when it was introduced.
The price is back at where is started a year ago, after Ched's intervention. Took a whole year to see the price being inflated due to market manipulation and scarcity. As so was Blowtorch - another commodity that goes hand in hand with sand.
For some reason, sand was ignored (probably because those who obtain it from Leslie are majority senior players) but as soon as Blowtorch prices was getting out of hand... BAM..... CHEDDED...lol... As seen a few patches earlier.
It is not like Complaints about Sand being overly costly is a new thing. Players were raising this issue in the first few months of forgery - price then was 30-50mil a unit.
If I have to guess, Ched is worried the younger players getting their hands on millions of cash and therefore has to put a lid on to certain commodity prices. Otherwise it would certainly jeopardize the DP income.
However with that being said, there are a few items price that are allowed to freely float according to current demand and supply.
