i have spent about 2000 nerve to search the beach at low tide with bucket. but no sand. is it really random? or bug? what is the sand search rate?

The spawn rates are not public, if you commit the crimes when the eligible conditions are met, there's a chance to spawn each of the outcome in the pool. Given how many outcomes there are and their individual spawn rates being different, it can take a while to get what you want.
