A player can write an agreement and have another player sign it if the one of the players defy the contract they must pay a penalty
The penalty can be managed by a moderator to ensure it is paid
Just a though to prevent scamming related to actions or just another form of trade.

Scamming is legal in Torn so much they created an official crime after it. That means legally the contracts wouldn't need to be upheld, making them as full-proof as any other agreement you make on Torn.
