There are also special weapons with the "Proficience" bonus that give additional exp if you use the weapon as the finisher.
You can get some lower-tier ones for pretty darn cheap.

Some factions have a few of them in their vault to help low level players rapidly reach level 15. Depends on the faction.
Also, 15 is the sweet spot, not 5. The ability to travel is a game changer, as it allows you to go to rehab in switzerland (it ALSO opens up new income-generating options that are quite helpful in the early months of Torn). The ability to use rehab means you can take as much xanax as you want without building up so much addiction that your stats are crippled, and you can get rid of your excess addiction prior to the point where it causes you to get booted out of education courses.
