recently heard about this event and how its a good chance for big money but after searching through the tutorial forums ive found little information on the actual event other than something about exchanging treats, can someone help explain the event and any tactics for me?

In late October you get to buy a treats basket from Sally's Sweet Shop. Once you have that, you get treats for attacking (and defeating) other players. Treats can be exchanged in the basket for upgrades and rewards. It's a whole thing.
A guide will be paraded around in early to mid october, probably by your own faction

Guides for it will pop up closer to the time but in simple terms it's just:
- Go for upgrades that give you more treats above all others.
- Get a mask and a "scary weapon" from a list, bone saws and axes are alright for weapons.
- Expect to not make any money on your first couple years, save those treats you get for upgrades.
- If you feel up to it, invest in xanax and energy refills, then attack like hell during the week to really boost those numbers up.
One other positive is that you will start to level up quickly too if you haven't already.
Be ready for dirty bombs and Lovecraft madness also ^^
It's a big money maker, but it takes a couple years of grinding before you reach the money making phase.

I’d suggest building out a really long chain list about a month beforehand if you really want to be prepared. If you have 100+ targets ready, at least a few of them should be available to hit so you don’t have to start off the event frantically running around looking for a new target while the server is lagging.
ETA: You should be focusing on building your basket for the 1st few years of Halloween rather than exchanging treats for items, so don’t expect to make any money yet. Christmastown will make you money tho!
