Unsure if this is an intended mechanic or not - but Green Leaf Protection extends beyond retaliations. 

Green leafs are not protected under the normal guise of war; Raids, Ranked War, TTYs, etc. However, they are protected from retaliations. Is this an intended mechanic? I believe retaliations should fall underneath that warring umbrella, and unsure if it was left out.
For context: This was taken immediately after and they were still alive. F5'd and had a fellow member check as well. Green leafs are 100% protected from retaliations

 

I'm currently posting this with TornTools enabled.

Can they be retal'ed if they aren't in a faction? I forgot what the retal requirements are other than within 5 mins.

This is intended, the protection is only voided if the person is in a war.
