What is the effect of cooldowns? I have a candy cooldown, I keep eating candy and I still have the happy growth and the cooldown just growth, what's the actual effect? Is the cooldown desired or not?

When you hit the limits of the cooldowns you cannot do anything else that brings it up.
Example - When you reach 24 hours booster cooldown, you won't be able to eat candy or drink alcohol until it drops. That is why you can still eat candy as the timer grows. But once it hits 24 hours you can't.
There are also cooldowns for drugs and medical items. These are separate cooldowns with their own limits
