Yes, open a chat with them and click on the down arrow. Click block.
If they're terrorising your IRL, then call the police
Terrorising IRL and taking TORN off here to the real world and vice versa is a direct violation of TOS, specifically scroll down to Harassment:

Causing the distress of a player while using the personal information or potential appearance of them, their family, or their friends. This includes real-world threats and repeated verbal cyberbullying of which the victim is unable to avoid with the block / ignore features
Report them, the admin don't care about a lot of stuff but they take that stuff seriously. Trust me, I didn't do anything remotely close to IRL terrorising and got this in my inbox:

Harassment

I said someone has old gross boobs but it was written on my profile so they couldn't technically block seeing it so I was still bypassing blocks and harassing beyond reason. It was dumb and I was in a shit place mentally and being a menace for no reason, but I own it, learned from it, all that business.
Just saying, if it's serious as you say, tell the TORN Staff, the cops, The Police (the band), SVU, FBI and tell your mother to call theirs and have a word with them. Plenty of avenues you can take past blocking.
