just got a duke mission asking me to hit this guy and i noticed he's a donator, I've shown him to a few friends who see the same thing. Not to mention his last action was WELL over 1 month ago.

You can bank donor days. They can be earned through donator packs or as bonuses for referrals.
As mentioned above, players can stack up Donator days through Donator packs/subscriptions/referral rewards. These remain on your account even if you don't login and expire naturally when the days run out.
