Ive noticed when loading in either from pda or web browser, when going into the war page in the faction the chain shows its cooldown for about 10-15 seconds or until the page is refreshed and then goes back to showing that the chain is still active.
Chain drop and then going back to chain active

The chain panel is only updated if you have the window in focus and active. If the webpage is not in focus, updates are not sent to that page and the chain will appear to timeout when the 5 minutes timer elapses. This works as intended for now. If you are seeing the timed out panel, it means that the page was left idle for too long.
Thanks!
