Is there a demand for 0% quality weapons? I saw one in a bazaar for a looooot more money than even a good leveled one would go for. Is it just the novelty or is there an actual reason someone might want a 0%?

It's just a collector thing, a true 0% is rare even though it's the weakest form of the weapon. Its not worth buying compared to anything else though from a practical standpoint
0% quality is cool never seen that before
