It took 12 attempts to get a level 3 OC to spawn. I don't mind having to get through 3 or 4 attempts to get a desired level but it should definitely not take 12 goes. Log below.

The same thing happened to me - unfortunately there is no failsafe, and you can keep getting the same tier OC over and over again.

It would be nice if there was a "max 3 in a row of the same crime" but that would be a suggestion, your experience sadly isn't a bug.

The spawns are working fine and as intended, took me one attempt to get a level 3. There's a 50/50 chance to get a level 3 scenario at present (there are 2x level 3 and level 4 scenarios each in the pool).
