okay so my “best of the lot” scenario got paid out but the car is also in faction vault. Are these meant to start paying out and give them item for it? or did something happen?

All of your actions are logged, you can check the faction news:
You paid out money equivalent to the car's market value from the faction balance. You will have to sell the car to the system or on market to get the money back and deposit it in the faction's vault to recuperate your faction's balance loss.
For OC's that give items (like car or Xanax), the items gets placed into Faction armory.
When the person with permission initiates the payout, they have the choice to pay in items or $ value of item.
If value of item is paid out, it is paid from $ in general faction fund. The person then has to give themselves the item, sell it, deposit it, and readjust the balance to give back to the general faction fund.
If the item is paid out, Xanax is generally distributed equally. Car can't be split...so usually only 1 member gets the car.
