Addiction mitigation a worthwhile merit investment?
Rehab's killing me and I'm not ready to join a faction for numerous reasons.

Mitigation won't really help your rehab bill just make it longer for the stat penalty. What ever your various reasons may be choosing to not join a faction with the basic drug perks has some of the most long term negative effects on your account in the game. If you're already not liking rehab just know you haven't seen anything yet. You will spend Billions on rehab over the years.
