Borrow a proficiency weapon from faction.
Levelling up should only be your focus until level 15. Everything is unlocked then, including flying, your best source of income... see Elinvinyia's comment & read Baldr's guide!
Personally there is no rush to level up, train your stats, attack a few people. Once you get to level 15 there's no real benefit to level up past level 15 for at least a couple.of years. One of my biggest regrets was levelling up too quick.
