There's not much to it rather than it being a shop where you can exchange your weapons for bucks that allow you to buy ranked war caches, see below.
The values are always the same for the type of weapon and the rarity. The weapons in my example are worth somewhere in the hundreds of millions, so it's not worth it to exchange. You'll need to get a feel on the worth of certain weapons and bonuses, there's no guide for that.
It's generally worth to trade in when the weapon/clothing is below $5.5M - $5.7M per bunker buck as that's the rate most traders are buying at.
