Hi,
do enhancer items, like the razor blade, work by simply being in your inventory? I see no way of activating. Are they permanent? Consumed? Help!

Yup just have them in your inventory (not your display case)
Usually they are permanent but some of them can be lost when you do a critical failure when doing crimes
