I am trying to get the last two scam merits grift horse and deception and have no luck. Do you just spam the romance scam over and over?

Horse Grift was just keep doing them until you find a target that has money - Usually their icon will look like a man in a suit. (Romance or Investment seem to be most likely)
Decepticon is a little trickier and I used the "Crime Profitability" script on greasyfork to assist with that one - It takes you through the target step by step for the merit bar.
