Referral system is there for people who bring in their genuine friends, relatives and acquaintances from real world. Based on what I am seeing, this appears to be something that was arranged after this player had already created their account. Arranging a fake referral like this is against rules. You can have an official warning for your effort, further attempts will result in jail time.
Given the number of messages you have sent out asking for new players to say that they were referred by you, any future requests to add referrals retroactively will be denied straight away given your tendency to arrange fake referrals.
