TL;DR Please add option so items can't be used before we decide on the payment method.
Organized crime like "Gaslight the way" level 3 that gives pixie sticks and energy cans, or "Stage Fright" level 4 that gives xanax as items, shouldn't be added to armory before we even decided on payment method.
Same should go on for other rewards as weapons as we remember people giving red weapons from armory instead ordinary ones upon completition.
I confirmed it with CloudJumper before and this is working as intended although in my opinion it should not work like this. If members use some items before payment method is decided it is not possible to give items as reward anymore.
This is not something that will influence big factions that are doing only OC lvl 7+ as payment is in cash but it makes issues for some of the rest.
I would prefer some sort of solution like adding special compartment where items will be stored until payment method is decided instead of mocking comment like "If you do not trust your members to not use the xanax that are in faction armory, they should not have drug usage permission."
