Everytime I start to level up and succeed, it critically fails me and starts me right back at level 1. What gives?!

your crime experience is low so critical fails lower your level by a ton. start with easier crimes to build up your crime experience

Try to get the earlier crimes like Search for cash, bootlegging and graffiti up to 100 Crime Skill to get more crime experience before trying harder crimes like cracking. Critical fails take a lot of crime skill away.
are you good at cracking yet?
I'm up to 99 cracking ill be glad when it's over its tedious, I had loads of fails on burglary and pickpocket but now I miss them. Higher crimes I find a bit dull.
But yeah as Been said here start at the top and work down the list of crimes
The fails on Cracking are so low if you can manage it properly. I really recommend this guide by Emforus. I only Crit. failed 3 times. It should be noted I worked on all the previous crimes before attempting this one. Always grind the previous crime to 100 (imo) before attempting the next.

You need to build your way up, you're really lacking in the top ones there. Would suggest focusing on those (ignore mine, I have crime skill from 1.0)
Would recommend maxing Bootlegging Graffiti and Search for Cash first and maybe focus on only the easiest ones of the next 3 Definitely shouldn't be touching scamming unless it's just gathering emails as well.
Honestly wouldn't touch burglary yet either. If it's cash you're after, search for cash -> Junkyard is pretty good right now due to Arson using a lot of stuff from it, so I'd take advantage of this time to train search for cash.
