I currently rent a PI that has the majority of everything unlocked however when traveling i am unable to use the airstrip. I have confirmed with the individual renting the PI out to me that the PI has access to the airstrip and after moving out and moving back in, resetting my device and also logging out and back in again. The issue is still there

did you hire a pilot?
Hire a pilot. The person who rented it to you should have known about this.
As mentioned above, you need to hire a pilot to be able to use the airstrip. You will need to pay your existing upkeep before being able to hire staff on your property.
