The Trick or Treat Event runs for October 25 through November 1 on the Torn Calendar.

The following guide is meant to be a quick start guide for noobs starting their first Halloween.
Halloween Basket
Please make sure to buy a Halloween Basket from Sally's Sweet Shop for $35. Buy your daily 100 items first or you will be limited to 99 items after you purchase your basket.
Collecting Treats
During the event, attacking other people will give you Halloween Treats which can be used to upgrade your basket.
Once you have the Here's Johnny ungrade, using a Scary Weapon for the finishing hit will increase your treat drops.
Basket Upgrades
For the first two years, you should focus on upgrading your basket to get more treats.

Don't click Exchange all Treats button until you've unlocked all the treat exchange upgrades, which you shouldn't unlock until you've unlocked all the treat acquiring upgrades.
Also make sure to equip a Scary Weapon for when you unlock the Scary Weapon basket booster to get more treats!
Look for the Scary icon in weapon or clothing descriptions:
Check to see if there are Axes, Chainsaws or Bone Saws in your Faction Armory, which are all Scary weapons. Your faction may also stock Revitalize weapons to give you more energy during the event so you can get more treats!
There may be raffles or giveaways in the weeks leading up to Halloween giving away Scary Weapons too, so keep an eye on the Fun & Games forum!

Scary Clothing
For Scary clothing, check out the Torn Wiki for the complete scary clothing list. Many Masks count as Scary, including Kabuki Mask and the masks you can get from Duke Missions such as the Young Lady Mask which I have equipped at all times.
Because Trick or Treat event is an attacking holiday, we will all be attacked by people who are looking for random targets to get treats from. There is a rumor that attacking inactive targets is less likely to give treats, so people prefer to attack people who are logging in, who are easy to kill: that means you.
The reasons people want easy to kill targets is they may also be attacked, so it is risky to attack someone who takes a long time to kill, because the kill might be stolen by someone else, or the attacker may be killed by someone else. In both cases the attacker will lose energy and not get treats!
Early Discharge
Many factions will use either Ranked War or Territory Wars to provide Early Discharge to their members during this event. A quick look at the ongoing Ranked Wars shows many with near 0 lead to keep Early Discharge as long as possible, as well as a ton of ongoing Territory Wars.
If you are in a war, make sure to check your hospital bed icon on your navigation bar before using medical items. If the hospital bed has a green arrow on the bed, click the icon twice to get to the Hospital page and just click the Discharge button to be released from the hospital with full health (or at least recovery of as much health as you had removed from non-war hits) :)
War hit = no early discharge
Early Discharge is not available for War Hits including Ranked War hits, Territory War hits while on the wall, or Retaliations. A Retaliation is a Hospitalization from an opposing faction whose member you have just attacked.
Non war hit = early discharge
Even during war, attacks from Recruits on the opposing side are considered non-war hits.
Ranked War
Keeping a low lead during the war allows the war to continue for longer - up to 5 days and 4 hours! The longer the war, the longer you have Early Discharge protection from outside hits :D
What this means is that if anyone attacks you who isn't in the opposing faction, you will get a button in the Hospital that says Discharge, which when clicked will release you from the hospital and return your pre-attack health (as long as your health wasn't removed by the enemy).
Ranked wars have a maximum time of 5 days and 4 hours (24 hours at the initial lead to win, which decays over the next 100 hours by 1% of the initial lead to win per hour).
Territory Wars
During Territory Wars, Early Discharge is available if you are on the Wall.
Getting on the Wall
To get on the Wall, a space must be open (Available or Join text) and you must use 5 energy to get on the wall.
You can hop on the wall while under attack. It takes 2 seconds if you have the Hospital tab (for Early Discharge) or Inventory (for medical item usage) and the My Faction: Territory War tab open, and quickly switch tabs once out of the hospital.
If no space is available on the wall, attacking someone (on either side) of the wall and putting them into the hospital (with the Leave option!) will knock them off the wall, at which point you will take their spot (if they're on the other side) or the spot will open (if they're on your side).
When you are done being on the wall for the day, it is common courtesy to self hosp to get off the wall and allow someone else to take a spot.
What is a Territory War?
Territory Wars are wars for territory on the City Map. Territory Wars time out after 3 days with a 3 day cooldown. So for Early Discharge coverage for the entire duration of the week long event, a faction could run a 5 day Ranked War with a 3 day Territory War on either end of their Ranked War.
Unlocking Territory
Once your faction unlocks Territory, they may assault a territory in Sector 7 to start a territory war to unlock Early Discharge.
Sector 7
Sector 7 is in the lower left corner of the City Map. Toggle the button at the bottom of the page to view "Full territory view is currently enabled." Clicking on a territory will pop out a tooltip showing who owns it, which sector it is in, how many spots are available on its wall. If the territory can be assaulted, the Assault button will be available as well. Note you must be out of the hospital and on the City Map in order to assault a territory.
If you already have territory outside Sector 7, your faction Leader will be able to assault territory in your sector (and should already know how to do the rest of this).
Make sure to get permission before assaulting a territory. Getting permission is as easy as asking an ally or friend!
If you don't have allies you may need to pay for permission to assault the territory (I'm not sure how this works).
Once you are ready to assault a territory, make sure you assault the right territory because there are cool downs for both your own ability to assault a territory and for the territory itself to be assaulted again once you have initiated an assault! Find the faction's territories by going to their faction page and clicking the blue number next to the word Territories, which will take you directly to their territories on the City Map.
Click around in the map of the faction's territories to find the one with the most available spots on the wall :)
Note: There can be repercussions for assaulting the wrong faction's territory or for assaulting a territory without permission - this is all high level politics, so don't go assaulting territories without asking first! (Unless you're one of the big dogs...)

As you get treats your basket will level up and unlock new pages. I only just unlocked the fourth page this event! Just hold onto your treats until you are able to unlock all the upgrades you want.
The treats don't expire year to year, but once you exchange them you have to earn more to buy new basket upgrades. Leveling up is based on treats earned, vs upgrades which are purchased with treats. Exchanging treats turns them into candy and other items based on which basket upgrades you've purchased :)
