Ive heard some conflicting opinions on this, does anyone know if the “Cat in hell” perk procs for every hit you land in an attack, or if it only procs upon defeating a target? if its the latter, i genuinely cant imagine it being useful, since even with pretty extensive setup a high level player is only going to be getting about 800-1000 attacks throughout the event. Is there something im missing, or has every guide I’ve read really been advising me to take my chances on this lottery?

This upgrade gives a 1 in 500,000 chance with every attack of instantly receiving 1,000 treats.
Or the equivalent of being struck by lightning...
You already have this upgrade.
It is so cheap that it is more of a why wouldn't you rather than why would you scenario.
There are three reasons it is useful...
First, your basket and all its progress/upgrades will carry over to future years of the event, so it isn't just the ~800 to 1000 attacks this year, but for all subsequent years as well.
Second, it's crazy cheap in terms of treat cost. 13 treats is really minor compared to the other upgrades you are grabbing around the same time (75 for Quadrupler, and 100 for Quintupler). Sure, the bonus is minor in comparison, but the expense is also minor.
Third, though the odds of triggering it are very very small, the payoff is so big that it translates to something like 0.002 extra treats per attack (1k divided by 500k). It's not a big aggregate increase, sure, but it is enough to count for calculations as to payoffs. It would be a poor investment if it was more expensive (like some of the other upgrades where the result doesn't really justify the cost), but for only 13 treats, you might as well get it.
with an increase of 0.002 treats per attack, youd need 6500 attacks on average to pay it off. (I know thats not at all how statistics works but just humor me) Seems like a pretty shitty investment but I do love me some gambling so why not lol. If I ever end up getting it I’ll come back to this post and send you some money for your advice :D
That is a very fair point, heh. I suppose you can probably do without the upgrade, and you're right that it probably won't pay off, buuuuut, it's a treat-income upgrade that barely costs any treats. It's kind of a "Eh, might as well", situation, considering you will probably get about 800 to a 1k treats per year with efficient energy use.

For 13 treats there's literally zero reason not to have it, just in case. You're going to making attacks regardless anyway.

It's a cheap gamba. You could never get it, you could proc it multiple times in one event and ascend to god status in the achievement forums.
Or you could exchange the 13 treats and get 70e.
