I'm currently posting this with TornTools enabled.
I accepted the mission and made 3 attacks with equipped weapon. When I bought the same type weapon from item market, it showed that I had already made 3 attacks with bought weapon.

The mission does not have strict ordering of the objective steps, you can complete one before the other.
