Hi, I have read a bunch of the guides for new players however they don't state how the levels work, is there a XP system, and if so what gives you XP, or is it based on a certain achievement?

There is an xp system but it is hidden.
Almost every action in Torn gives xp. Gym, crimes, attacking etc.
The most effective way of gaining xp is to attack and 'leave' players a higher level than you. The higher level the better.
Battle stats and level are not connected, so find some targets (such as those in Baldr's guides) that have battle stats below yours, but a high level. Then repeatedly attack and leave them in the street.

basically clicking pages, no matter what, reading the papers, bounties etc, every page will add XP to your lvl.
if sitting idle , then move about, don't just refresh the same page, it's on new actions clicked, not refreshed
