I think Rick meant a rw weapon of the same base is always better... there are lots of rw weapon nobody should ever use. Given those choices I'd go with the grey arma.
An RW weapon will almost always beat a non RW weapon.
Puncture is not a bad start, but there are way better bonuses out there.
Question is, does it worth it for you?
If you want to be competitive then maybe think about joining a bigger faction that wars as often as you like.
They will have much better RW weapons (and sometimes armor) to borrow from armory.
In short, at your level and with your current faction, don't spend much, won't make a difference.

22% puncture with under 50 Accuracy is just gambling. Sure you'll get lucky and get some great damage every once in awhile, but it's unreliable.
