My only idea is that maybe security guards could block damage from muggers up to a certain stat level, or something along those lines

Property upgrades do do things.
The security guards offer protection from pranks (things like dog poop bags or TP). The pilot offers utilization of the airstrip, allowing for more items to be brought back on flights, as well as free flights and shorter flight times.
