Why I need to wait 60s to attack a player, while I was waiting, another player already hitting them
Is the countdown timer only for some people? any logic why they can attack directly and I cannot?

If the player you are trying to attack is currently in a faction that is warring then you can't attack them for 60 seconds after they left the hospital or jail.
It's an outside hit protection that was added some months ago.
