The battle stats debuff varies non-linearly with your addiction. It takes significantly more addiction points to gain a single % stat debuff, the more debuff you already have. Reducing the addiction by just 10% will not immediately change the debuff by a large number. Plus, for the battle stats debuff, you can immediately see the change as soon as you rehab (George is mentioning the debuff only being visible at 6 PM for company efficiency debuff, which only applies to employees which you are not). So you can just rehab and immediately see how much of a difference it makes on your battle stats debuff.

So for 250k I will only get 1% off? And next time I rehab I need to pay for the 100% off?
1 rehab took nearly 10% of your addiction away. So 10 rehabs would take just about 100%.
When you go to rehab, there is a slider to show how many rehabs it would take to remove all your addiction. A good practice to avoid over paying is to do all but 6 of your available rehabs. This helps take natural decay into account.
Also note taking new drugs after rehab continues to increase your addiction.
