So I’m currently at 4 percent addiction and can’t yet fly for rehab . Is there any other way to reduce this ? At what percent addiction could I get kicked off an education course ?

A small amount of addiction decays every day. So pretty much all you can do is wait.
There seems to be a degree of randomness about when you get kicked from of an education course. The general consensus is around 6%, but some people will say they got kicked lower than that, and some will claim they didnt get kicked at 10+%.
You lose 20 addiction points everyday at 03:30 TCT, but I believe it's better for you to rush to level 15 rather than waiting for addiction decay.
You risk getting kicked from education when you are ~5% battlestats debuff, but you want to rehab around 3-4%, or an overdose may push you over the limit and get you kicked.
I believe there is an easter egg and book that can take away some addiction
